When foreigners change their passports, they need to carry out procedures to change their passport numbers on documents already issued in Vietnam such as Vietnam visas, temporary resident cards, and labor permits. So, what is the procedure for re-granting the labor permit due to a change in passport number?
Labor permit is an important basis for businesses and organizations to legally employ foreign workers in Vietnam. It is also a mandatory condition to apply for a temporary resident card for foreigners.
The maximum validity of a labor permit shall not exceed 2 years. However, in some cases, foreign workers have to change their passport numbers because their passports are expired or out of pages while the issued labor permits are still valid. In these cases, the employer (guarantee enterprise) needs to carry out the procedure for re-issuance the labor permit at the agency competent.

Documents to apply for re-issuance labor permit due to change into new passport include:
Step 1: The foreign worker is responsible for reporting to the employer when the passport number changes.
Step 2: When the employer receives report of the foreign worker notifying about change of information on labor permit: passport number, issued date, the employer must be responsible submit documents to the provincial Labor Administration where the labor permit has been issued to re-issue the labor permit for the foreign worker.
Currently, applying labor permit re-issuance due to change in passport number can be done online through one of two portals:
+ Electronic portal of Public Service 3 of the Department of Labor, War Invalids and Social Affairs of the province/city.
+ Online public service portal of Employment Department – Ministry of Labor, War Invalids and Social Affairs.
Within 03 working days (from the date receipt of complete application for re-grant labor permit due to change in passport number), the Department of Labor, War Invalids and Social Affairs is responsible for re-granting the labor permit to the foreign workers. If the labor permit is not re-issued, a response will be given clearly stating the reason.
